Missrepresented and failure to make a car safe

On September 15 we purchased a 1999 Dodge Caravan for Ogden Auto Plaza. We had a requested that the van have some repairs done prior to us taking delivery. The request was to fix a problem of braking and failing to start and lights not working prior to taking delivery. Since buying the van it has been in and out of Ogden auto plaza and West Valley Auto plaza repair shop several times for brake failure, and electrical problem. The brakes would lock up or fail to brake at any given time and the van would stop working at anytime, head lights would go out and the instrument panel would stop working as well. Ogden auto plaza and West Valley Auto plaza has been unable to fix these items and now that the van has not ran for over a month they now refused to fix these safety items.
A month ago we were told by West Valley Auto Plaza manager that because they were unable to locate the problem with the van that when the electrical problem happened again that we need to call them and they would have the van towed to their shop and they would repair the problem. About a month ago the problem happened again and we called the dealership that sent a tow truck out and towed it to the dealership. After a week they said the they found the problem but that the extra warranty wasn't going to cover this so we would have to pay them an additional $700 for a computer plus the labor.
We were shocked to be told the now we would have to pay for the repairs when this is the same problem that has been going on since we purchase the car.

At this time we did some checking around on prices for computers and labor. The cheapest we found was $125 and the middle range was $250-260 for the part and labor. So, again we feel we were misled by the dealership.

Now at the time of the purchase of the van we were upset at the price because it was much higher than what they had told us (about $4k more) Ogden Auto Plaza told us. But they assured us that in 6 months they would let us trade the van in for a much better car and give us the higher amount that we paid for the van. While the van was at the Dealership the Repair shop manager told us that she worked things out with the manager for us the trade the van in on something newer. The sales manager said he would get everything done for us that we just need to find the car we wanted and he would get everything done for us. We did just that but when we did the paper work that he asked us he said that he can't do the deal because he's bank doesn't allow us to have more than one loan at a time. Even though we would be paying off the van and be getting a new loan on the newer car.

We understand that this is a short detail of all that went on with both dealerships and hope that we have been able to show just some of what they have done to us. We ask you to help us with this matter. What we are hoping to return the van get our down payment money back along with the payments we have made. Thank you so much for your time and help.
