Not all of the parts that were promised were delivered

I purchased a 1966 Mustang from Steve in December. Along with the car were suposed to be several other items. I received them all except for a ford 9" third member. I called and sent emails to Steve and he always wrote back that he was looking for one and when he found one he would send it to me. Finally in July he wrote he would be willing to share the cost of one which he said would be around 400. Well I figured I should get the full price and when we talked on the phoe on Oct. 27 2008 he now stated he isn't willing to pay anything that it should be the delivery man who should pay. I don't know of any way of getting my part or money besides small claims. I am asking if any one knows if there are any legal ways such as filing a police report that might help.
