Never delivered parts paid for in advance

Matt Gross sold my company a motorcycle dyno room complete with ventilation system and a door but never delivered the door or ventilation system. It has been 18 months and every time I manage to talk to him he promises these components are on the way. I had to go out and purchase these parts again because they are vital to my buisness.
Never trust Matt Gross he dosen't care who he ripps off and apparently hides behind the law by delivering only part of the agreement and keeping the amount low enough that it is not worth going to court and hiring an attorney.
