No written agreement, holding vehilcle, doing more work then stated, and refusing to accept a State Voucher AFTER he agreed to then began work

I recived a P.R. C Voucher from The state to help do some repairs on my car for work purposes. The voucher I recived was for Knox Auto Based on estimates that I brought to them for approval, The State chose Knox even though he had never done a P.R. C type job. P RC is where the State will help you if you make a certain amount or have alot of kids. I have alot of kids.

Basically they gave me a voucher for Knox for 697$. I took my 97 Montana with the voucher in hand and orally agreed to do the winsheild, new tires and the interior light switch. I explained to him how it works and showed him the voucher. The voucher is set up like this. It shows that its from the state names the Auto repair shop and how much the voucher is for. It also explains that the shop will have to wait as much as 30 days to recive payment after the voucher is sent in. He agreed and i left the van there to be serviced. I singed nothing...

You are supposed to have the voucher signed after you recive the work and your car and I told him up front that he would have to wait a couple of weeks for the money before he agreed to do the work. He has had the van for one week now. Claimin they dont work weekends... He replaced tire rods inner and outer both side I did not ask for that... Now that the van is done. He claims that he wont release it until payment is made. The voucher states that i cant even sign it until I have possetion of the car back. It says "I have recived so and so work from so and so" PRC is done all the time these shops know they have to wait for their money AFTER the car is recived back. What can I do? I didnt sign anything even tho he tried to get me to sign the original estamite at 880 buck but i refused because i didnt want to be liable for 880 worth of work.

So what can i do to get my van back... And i dont think i am liable for those tire rods because I never told him to do so... But then again NOTHING was sign only and oral agreemt to do the 697 worth of work not including tax and to accept the voucher. He says he wants all his money b4 he releases the van???
