This web site advertises that you can find family, do criminal records checks etc

I signed up and paid the 51.95 through pay pal and I cannot even find a record of myself in Canada. I have lived here for 51 years. You can only do the criminal record checks etc in the US. Why would they let me sign up for something that is completely useless to Canadians?
