GE bank, Master Card disputed a charge on walmart moneycard and they closed my account

I disputed a charge on my Walmart money card I believe it was July 16th. About a charge that I initially agreed to but never recieved the services. When I contacted the special dispute dept. They seemed willing and helpful. I gave them two contact numbers including my email address for future contact and followup with the investigation. I sent them a fax and a few days later I got a call on my 623 266 number stating that they never recieved it. I recent it successfully again on the July 18th. They stated they had 10 days to investigate the matter and would get in contact with me with a conclusion to my dispute. (states in customer card policy within 3 days of the end of the investigation). They asked if I wanted to stop my card and send me a new one. I declined the offer and made a request that they contact me first if that were to close my card during the investigation, it would leave me with no money and no way of direct depositing my pay check. They said that they would call first and I gave them two numbers to contact me, a 480 number and a 623 both are AZ area codes.

Late on August 3rd I attempted to use my card and It had been declined. I contacted them early on Aug. 4th asking about my the card card being declined and I was told the customer service person (who answered and stated he was a supervisor) that It was because my dispute was declined and because I hadn't been a customer for more than a month. He stated to look on my policy for that information. (https://www.walmartmoneycard.com/walmart/cardholder-agreement) I looked and there was nothing stating that I would have my account closed if my claim was denied if I was not a customer for 30 days and to wait for my check to be mailed in 7-10 days. He also stated if I wanted the investigation report to call the police and file a report with them. On the policy it states to call the customer service number for investigation info.

After reviewing my card holder policy I called back for a better explanation for my card being declined and account being permanently canceled. The second person I spoke with admitted there was no info on the card policy about the 30 day customer cancelation upon the denial of disputed charge investigation. I asked why. She stated because "it shouldn't be" and It was between Walmart and myself. I asked to speak with another supervisor and she said she was one. So I asked to speak with someone above her. Come to find out She sent me to the corporate number which was closed on Saturday. I was on hold for one hour until the call was dropped. Again I called. The 3rd person, again stating they were a supervisor. I asked the same questions and asked why no one "manager" ever answered the transferred call. Answer. I was transferred to the corporate office which was closed and if i wanted my investigation report I would need to request a call back for monday from Corporate. The customer service person said they would have my check expedited in 3-5 days instead of 7-10. That was something I already inquired about from the first representative and I was told that their is no such service. That was my only option available to me at this time. Leaving me with absolutely no money until the check arrives. I pretty sure she made up the whole expedited thing to get me off the phone.

This has been an friggin nightmare from day one when I bought my temporary card. I called them then at beginning of Aug. And requested a PIN number. They stated that there was no PIN for temporary cards when my card policy stated I needed to enter a PIN number to activate my temp. Card. It took talking to 4 people to finally realize that they had sold me an old card with an outdated policy and that I would not have access to cash or Debit only credit until the permanent card arrived. They have violated their own policy numerous times now. Something that I am bound to and held accountable for and the are not! NOW I'm without any money until the card arrives in the mail. They have over a thousand dollars of mine and I have no recourse but to make this complaint. Who should I call about this Walmart corporate (which I'm sure to get the runaround from again) or GE capital bank or Mastercard? Its late on saturday and I'll have to wait until monday to try again to get any kind of answer. I will report back on or after monday. Any and all feedback would be helpful.
