Rip off doesn't send bills and charges you for over limit fees saying it's all your fault

First Premier - When I changed address they sent me one bill, which I received. Then that was it no more bills. For 3 months I called. They said they sent it. I could pay via online or over the phone but they would charge me extra so I waited for bill. Thus I received none bringing my credit card over the limit thus my interest to over 20percent.
