My story is very similar to Jeff's from Grand Junction, Colorado. I was contacted by telephone by a bank I thought I had applied for credit with a few months prior. They said they reviewed my account, and would offer me an unsecured Visa or Mastercard (my choice) with a limit of $3000. They debited $299 from my account on April 26. When I received the 'package' it was for information on secured and unsecured credit cards, and a catalog of overpriced junk from which I could order things on their 'credit'.
Needless to say I was angry. I called First Atlantic Savings up, and requested a refund. I was told to return the package (I had it less than 7 days), and fax a letter of cancellation. I did both, and it's been two months, and no refund. I have contacted my bank, and they will do everything they can to help me.
The bottom line?
First atlantic savings is a scam!
