Microsoft online servi bill. MS.net WA had been Fradulently charging my Debit. Card for months, for$23.05 This is my Paypal Debit Card. I send an affidavid to paypal, under a master card rule Paypal informed me I violated: you have exercised reasonable care in safeguarding your account from risk of loss or theft. (I did not discover it in time, I guess..) I was not covered under MasterCards protection. I did not realize this was a fradulent charge until I tried to contact this company months ago, I had no luck locating them. There is no web address that I could find. Paypal did not remove these charges, I was a victim of Fraud. I reported it to them as soon as I discovered it, however, apparently, the longer they get away with it, the harder it is to get your money back. Even though it was un-authorised. Go Figure... This is what the charge looks like, taken out every other week, an. 23 Debit Card Purchase To MICROSOFT ONLINE SERVI BILL. MS.net WA Completed Details -$23.05 USD $0.00 USD -$23.05 USD This was Paypals response: ubj: Disputed debit card transactions (KMM42207832V81841Lxxx)

I am sorry for any confusion.

Unfortunately, you did not report these unauthorized transactions in a timely manner.

Although the transactions had been posting (either completed charges or denied attempts) since the middle of last year, you needed to report them to us immediately. Further, you log into your PayPal Account almost daily,
so you would have been aware of this unauthorized use immediately, and could have reported it to PayPal. You did not do this.

I have reviewed MasterCard's Zero Liability policy. I am including the policy as posted on their website. The following criteria must be met for this policy to apply:

1. Your account is in good standing.
2. You have exercised reasonable care in safeguarding your card.
3. You have not reported two or more unauthorized events in the past 12 months.

As you can see, you did not exercise reasonable care in safeguarding your card. Had you reported this mmediately, the card would have been closed some time ago.

Because we are denying your claim, you can expect to see debits of $23.05, $23.05, $23.05 and $46.10 post to your PayPal Account today.

We have concluded our investigation.
