Was to Negotiate a settlement w/IRS... Never happened... Paid $5500.00.. Will not return phone call

Paid this company to negotiate on my behalf to help lower and make payments, with the IRS. Paid them $5500.00 up front and All I got don was my taxes done for 2008 and 2009. I owe from 2000 to present. I have tried calling and e-mailing them with no responce. I. M at a total lost with my 2010 taxes due...
