Charges service fee just for sending th invoice

I am a business owner who has a policy with The Hartford insurance company. I was shockd to learn about their practice of charging service fee just to receive an invoice from them. The service fee is $6.00. This is outrageous. The bill was not even due. I can understand if the company charges a late fee. Thispractice is unfair. Why doesn't all states enact legislation to ban companies from charging service fee for mailng a statement?

I wonder how they will treat the policy holder when there is an actual claim!
