Big fraudulent SCAM and Rip-Off

Back in May I received an invitation to get a VISA Credit Card with a high credit limit from "Visa Card Services". At the time I had just moved to Chicago and I had a lot of bills I had to take care of since I was in the process of getting divorced.
To be able to get the card and a welcome package with a $100.00 free calling card and some other goodies.

I sent my payment and on June 25th I noticed on my online bank account I had been charged $224.90. On the invitation it said I was going to be getting my package in two to three weeks from the day my account was charged. The charge on my account appeared as: BFTCLB800950193401062553 Direct Debit. 3,4, 8,12 weeks went by and I started calling their 1-800 number (800-950-1934) and every time I talk to someone they always tell me the same. "Your card will be there in a few days" or "We'll put a request to send it rush delivery" or they just don't want to talk to me period and even hang up the phone.

To make matters worse on August the 10th I was charged $99.00 by ESI which I believe is the company that processed the money out of my account the first time causing my account to over draft and have extra fees in the amount of $84.50. I have called these people 18 times within the past three months and all I get is a bunch of lies and excuses but the bottom line is that I know now I'm not getting the credit card or the welcome package.

Now when I call I don't even get the "customer service" people to answer, instead they have an answering service that takes the messages and then they're supposed to call you back by the end of the business day.

Last week a woman did call me back and said the reason why I haven't received my package and the credit card is because I was supposed to give them $25 more dollars to activate the card, which had never been mentioned to me before by any of the other people in my previous calls. Of course I told her I was not interested anymore and all I want is my money back. She says that I have to return the package to be able to get my money back, but How can I send them back the package if they have never sent it to me??? So she said she was going to send it the very next day so I would have it in 4 to 5 business days.

It's been more than week now and of course the package never arrived. I'm tired of waiting and feeling taken advantage of and I would like people to know about this big SCAM and Rip-Off company and at the same time see if there's anything, anything at all I can do to get my money back or even file a lawsuit.

It is not fair that innocent, naive hard working people like myself and many others are victims of these fraudulent companies. The goverment should be able to protect us and stop them from practicing their dirty little games.
I started doing a little research in the past few days and learned that other people have been victims of this same SCAM. $408.40 (which is what they have taken out of me) might not be a lot of money but when you count that times who knows how many people they rip-off then you're looking at A LOT of money.
Is there anything I can do?
