Ripoff - it deducted 175.00 dollars from my savings account in return for a credit card that i was told was comming and never did

Saw a brochure for a credit card and applied. Premier one bank deducted 175.00 from my savings account and never sent me my credit card. Phone number is company they hire to answer the phone. Nobody returned my calls.
