Accepted a payoff on our delinquent account, released the lien on our vehicle, but is now saying we owe more $

A few years ago, my husband and I took out a loan from Citifinancial for $4000. We used one of our vehicles to secure the loan. I unexpectedly lost my job and we were unable to pay. Citifinancial, of course, sent our account to collections as was expected and we eventually accepted an offer from that agency to pay $2000 and our entire account would be settled. Beforehand, we had also double checked with Citifinancial about whether the lien on our vehicle would be released, of which they confirmed that it would.
We paid the $2000 in two payments, $1000 a month for two months. We received a letter a few weeks later from the collection agency confirming that we paid and the account was then settled. We took that letter to Citifinancial and they then released our vehicle.
This was about 8 months ago and I just received a letter in the mail from a DIFFERENT collection agency saying that Citifinancial has sent our account to collections for a balance of $1800. Unfortunately, I now can't find the letter the original agency sent me to prove that I paid and I can't for the life of me remember the name of the agency. I'm positive I lost the letter when we moved recently.
Am I missing something? We were told our account was 100% settled. We would owe them nothing more. They even released our vehicle. If we still owed them, wouldn't they have kept our vehicle until it was paid off? Also, would Citifinancial be able to provide the name of the previous collection agency? Perhaps, if I asked them the name BEFORE I let Citifinancial know about this problem... Just in case they decide to give me the run-around just so that I can't prove my case. IDK, we are just so frustrated with this... We truly thought this was taken care of.
