Loan modification Federal assistance re-fi Phoenix Arizona

We contacted chase in early march regarding assistance with the housing crunch. We are in an 80/20 adjustable rate loan and it is about to adjust. We cannot re-fi as we are $110,000 upside down in the value. We contacted chase and they advised us to go on-line and print out the financial hardship form and fax it to them. I also recently lost my job so even more of a reason to assist us in getting out of our bad situation. We completed the form and faxed to Chase early march. We have still not heard from anyone, on that fax was our SSNs our account numbers and all of our info. Kinda like applying for a new loan. We called customer support and they insisted they could not help us and directed my call to the loan modification department. When I reached the loan modification department they did not ask my name nor my account numbers and were very quick to point out they could not help me and could not access my account and to call customer care AGAIN. This circle repeated itself 4 times before I just gave up. I tried again on 3/26 and was advised to ask the re-fi department, they advised me they cannot re-fi my laon and to contact loan modification. It is now 4/2 less than 60 days left till you are no longer eligible for assitance and Chase is not budging. Beware of the circle. If anyone has had sucess please advise me how.
