Ripoff Activation fees deception

Is it customary to have a limit of $250.00 and to have most of it taken by activation fees? I got the card for emergencys and paying off the activation fees have been the emergency! Have paid $150.00 in one month and have a limit of $20.00. Some thing is not right there.
