Messed up my credit rating and is charging me $2000 erroneously

I moved to Hawaii in January from Bellevue Nebraska. Approximately 6 months later, I received a credit card in the mail from Citi Credit Card Corporation. I called in and activated the account. I dont remember what I purchased, or what my credit limit was, but about 25 days after the first charge, I had not received a bill and called to tell the company. Whomever I spoke with took my information and told me that they would correct the problem and I would receive a bill.

About 2 months later, I still had not received a statement, so I called again. The person that answered the called verified my address and said they would take care of it. 6 months later, I called the company again, but still no resolution.

Around this same time, Jan I started checking my credit report and noticed that the account was being paid, however, I was not paying on the account. I also noticed that the credit report noted that the account was opened in Sept which was an error. (Report available upon request) So, I called the company again and explained that I had never seen a statement, or paid on the account, but the credit report was reflecting payments being made. Further, the balance on the account was more than I recall spending. I believe my credit limit was only $1,000.00. At that time, the account was called Citimccbus and listed as Bad debt; placed for collection; skip.

In October I was contacted on my cell phone by someone from the company or from a collection agency. I explained to the person what transpired and they informed me that they would send me paperwork in the mail to fill out to help resolve the issue. However, I never received any paperwork. I also told them at that time, that I opened the account in 2005 and I had been trying to get this problem resolved since the account was first opened. Once again, they said they would investigate the issue, I was transferred to several departments. I then spoke to someone that said they would contact me. Before hanging up, I gave them all of my current phone and address information, just as I did with all the other calls. I never received a phone call, and in frustration, I gave up.

On Jan I received another credit report. The information was listed with the same account number, but the company name was SPCTM/CBSD. It was still listed as a charged off account. I called the company and was never able to get the issue resolved.

Now I need to get this issue resolved because it is really adversely affecting my credit rating. I requested another credit report through Experian. Upon receipt, I requested an investigation, and on July 10th, they the investigation results that really said nothing that I didnt already know.

On 18 July, I spoke with Melissa at #816-420-1450. I asked her if she could send me past statements so we could at least pay for what we charged, and fight the rest of the payments, but she said it wasnt her department. She transferred me to Mehul and he told me the account was opened on Aug 8,1988.1988? I just opened the account in 2005. I honestly had a hard time understanding him, so I told him I would call back.

Now, it is 25 July. I was transferred again to another office, and then transferred to Nadia (1-800-978-8800) and she had me on hold for about 30 minutes. She said she called about 10 different numbers and was not able to get any good answers or any statements. She said she talked with one representative that mentioned we should be happy that someone paid some of our bill for us. I did not think that was very humorous.

Frustrated still, I asked, what can I do to just get this debt paid and be done with it? She said we could settle on 40% and pay $1083.27 of the $2708.17 on the bill. She said we would no longer be listed as delinquent.

After doing some research, I am finding that paying a settlement will not clear up my credit report, which is my primary goal. I am willing to pay any debt I owe, but I want my credit report cleaned of these delinquencies.
