Sued in Small Claims, Case Withdrawn but Re-Suing Possible

Midland Funding, LLC bought my Debt from Aspire Visa
and then proceeded to "Sue" me in Small Claims Court!
When I, went to Court, they dropped their Case and according to the Clerk of the Court, they can "Re-Sue" me if they choose to! Is this Legal in Connecticut?

Midland Funding LLC placed personal lien against me - claiming I was served for court - but I have never received any other information on this - This was a $300 card. The lien is $872.50 plus court cost
