Rip-off ignoring the obligations under federal law

I am a customer of Nextcard, which was taken over by the FDIC in Feb. 2002. My credit card account was sold to First NA Bank of Omaha, with billing correspondence being sent to an address in Norcross, GA. I have written three separate dispute letters to Nextcard, as provided by the Federal Fair Credit Billing Act. Nextcard has not responded to any of the three. The customer service rep (not found at the phone number listed on their statement) says none of the three were received. Right.

Under federal law, Nextcard is REQUIRED to respond to dispute letters, providing documentation in support of the transaction in question. The law further provides that if no response is received, Nextcard could forfeit any legal right to collect the disputed amount. I have come to understand that Nextcard is notorious for such poor customer service, but I wonder how that company can so blatantly violate federal law? (Perhaps all customers with disputes should simply not pay, as provided by that federal law, and we would see how a judge would responde to Nextcard's business practices.)

As a result of my displeasure with the way they do business, I have closed out my account and paid off the balance. I have also written to the FDIC (1910 Pacific Avenue, Dallas, TX 75201) enclosing a copy of my complaint letter. I hope the FDIC exercises its fiduciary responsibilities and takes First NA Bank of Omaha out of the credit card business.
