Is billing for a land line in virgina when i live in louisiana

This company in charging me for a land line in virginia when i was born and raised in new orleans louisiana, how this company can do this is beyond me, we lost everything in hurricane katrina and now some company wants to take what we are rebuilding from us, i don't think so, i turned this over to the us attorney gernerals office.
