Complete Rip off, InCharge is unable to deliver services promissed

Unresolved issue with Amex account. It took 10 months for Incharge to set up this account on the program properly. During those 10 months I was making my monthly payments on time every time to Incharge. It took 10 months for Incharge get the acceptance on this Amex account on terms satisfying the creditor. The amount which Incharge was allotting to Amex was slightly less, than creditor requested what was causing late fees plus account overdraft fees plus high APR of 29.9% instead of 9.99% promissed me by Incharge on monthly basis which actually cased my balance raising up instead of going down.

According to Incharge instructions I contacted them regarding this matter immediately as i received the statement from Amex with balance completely different from the balance estimated by Incharge. The only answer I heard from Incharge that they will resubmit request with Amex and contact me with the results.

I was contacted by Incharge once in may - they stated that creditor reqwested for bigger payment, which I agreed to. According to Amex they have a record of this proposal, which was not accepted by them and new payment was not satisfying their requirements again.

Finally after multiple calls to Incharge and Amex each month the account got accepted with even larger payment. I went from $92 to $146 a month for Amex account.
I did everything what consumer could possibly do to prevent this issue: monitoring my statements, bringing situation to attention of Incharge, speaking to multiple supervisors and leads, providing all the information needed to resolve the issue in timely manner, even having conference calls with Amex and Inchearge representative on the line at the same time. I don't think that it takes 10 months to set up account with the creditor.

Ammount I am disputing is the difference between the estimated balance according to Incharge and the real balance according to Amex.
