Failed to issue refund after materials were returned

In October I responded to an email for a home based business from Online Business Systems. I sent away for the information described and felt comfortable that I could get a refund of the $39.95 cost if I was not satisfied, which was stated in the ad. I sent away for the information and Molly Forsythe, my coach, was very diligent in sending me numerous email asking me yo contact her, which I did. We had a very nice conversation about the possibility of making money with this endeavor. After considerable research on my end, I decided it was not an opportunity for me.in Nov I contacted Molly for instructions on returning the information for my refund. She provided her address and when I didn't hear back, I asked when I could expect my refund. She said in her email it would take 30 days. I waited and waited and when my emails to that fact went unanswered, I contacted my bank for a reversal of the charges. I guess that is how they make their money by not refunding the money.
