This company has a pattern of complaints alleging the company failed to negotiate debts, failed to pay creditors, credit standings deteriorated after enrollment, and that the company failed to provide adequate service. A few complainants allege that while in the program customers were sued by creditors or debts were arbitrated under the cardhold agreement. Some customers complained that creditors continued to contact them or they were turned over to collections, even though they were led to believe by the company this would not occur.

A few complainants allege they were instructed not to pay their debt as it would improve the company's ability to negotiate settlement. The company responded to most complaints by explaining their program, stating that they performed as per their contract, negotiating debts, waiving portions of their fees, or in some cases by providing partial or full refunds.in some cases, the company responded by stating the customer's credit was poor prior to utilizing their services or that the customer failed to supply the necessary paperwork.

In a few cases, the company paid for the services of a credit repair company for complainants. Generally, the company responded to complaints by stating they felt they honored their contractual obligations. Many complaints remain unanswered. On September 18, the California Department of Corporations issued a cease and desist order which prohibits Briggs and Baker from operating their business until such time as they are licensed as a prorater.
