Regular inquiry on Credit report. Are they allowed to do this?

I just looked at my Transunion credit report and there was a "regular inquiry" from NCO. From my understanding a regular inquiry is one that I have given permission for. Are they allowed to do this and what can I do to get this off of my CR. I also noticed that the inquiry is in my maiden name and to an old address. Who should I contact over this? Transunion?
