Total visa ripoff

The total visa is a scam they send an credit card account to collection on a credit card that i never had and never applyed for. When i have called to try to resolve this matter they claim that i made apayment on this account what i ask for proof like a signed application or how they could give me this credit card with out me knowing went i have had a secerty alert on my social since 1998
