Letters on Unremembered Verizon Phone Bill, Half-Payment Offer

I have been receiving letters from Afni collections stating that I owe on a phone bill from Verizon. Which I no not remember having. Then today I got a letter saying that they will accept half of the amount due in order to close the account.
