Ripoff Told my Husband he was selected from 250 noinees and was approved for an individual Grant unconditionally no strings attached

Told my Husband he was selected from 250 noinees and was approved for an individual Grant unconditionally no strings attached. Also stated there would be no federal or state taxes of any kind on the grant. Benifits will begin as soon as they receive the Grant Confirmation along with a check for $25.00. As soon as it's recieved benefits will begin.
