Lied to me, tricked, scamed, took my money, no way to contact but snail mail Las Vegas, Florida

I was told that I was signing up for a "credit card" with a $2000 limit by the company rep. Who called me. I signed up and was billed $200, I thought this was a start-up fee like most other "credit building" cards require but I didn't feel sure about this credit company, so I did some research and found that I was a victim of fraud.

They were not giving me a "credit card" like they said. They were giving me a "line of credit" that can only be online to buy their products, I was not told this over the phone when they called. I was told that I was going to receive a credit card and that they would help me build my credit. When I asked how they got my information they told me that it was given to them by a credit company that turned me down because of bad credit and that they are a credit company with a special program for helping me build my credit. On top of that lie I was also told that there would be no monthly fees, the credit terms I received in the mail said otherwise. According to the credit agreement I received in the mail there is a $198 annual fee. I have tried to call them but I get an automated answer that give me the options of activating the card or canceling the call.

This company called me claiming to be "Capitol Financial" out of Florida.

They deceived me. I want a refund of my $200.
