Multiple charges on a small credit line 178.00 in fees vs 250 in credit... Trying to build credit for my fiance and they rip him off like this

Is there anything that can be done? This does NOT sound legal... Charging 178.00 in fees plus a monthly fee of 6.00 on a credit card with a credit limit of $250.00!!! My finance is just trying to build his credit and they rip him off like this. He does not have bad credit, he just doesnt have any credit. Now we have to pay these ridiculous fees that we cannot afford or they will ruin what credit he does have... Is there anything we can do? This is really stressing me out. Thanks so much!
