Accessing credit report after consumer filed Chapter 13

Capital One has accessed my husbands credit report twice in July. This has contributed to lowering his credit rating. We had to file Chapter 13 in 1997. Capital one was one of the creditors. Now we think they may be trying to sabotage us rebuilding our credit.
