Ripoff promised credit card to help rebuild credit For one time fee of $299 and never recieved card

In October we received a call from Fundamental Consumer Strategies saying that they Knew that our credit wasn't very good and that we were trying to start over and rebuild our credit. How they knew all of this I'm not sure, but it was true we had been looking for ways to help our rating. They said that for a one time fee of $299 dollars we were guaranteed a card with a credit limit of $2400 dollars.

When we were concerned about not being sure that we had enough funds available at the time we were told that the funds wouldn't come out until October 21 and we would have our card by that time and could go to the nearest ATM machine and take out $300 to put in our checking account to cover the cost of the card. Well they did take out the money on October 28 one week after they said they would and of course we never received any credit card to cover the fee. I had thought about stopping payment or removing the money, but they said if the funds weren't available they could charge up to $50 or more.
