Unauthorized charge of 79.95 causing two miscellaneous debits to bounce @33.00 ea

On November 8 I saw a 79.95 charge on my Visa Debit Card. I immediately called the number shown on the debit explanation. I asked what the charge for for and was advised that I had requested credit monitoring.
I demanded that the charge be refunded to my account immediately. I was advised that I would get my credit within ten days.

Of course, I saw no credit and called again, questioning why I had not gotten the credit I demanded. Once again I was told that I would get the credit and still I wait.

I never authorized any deductions. I got a credit report back in September, and paid $9.95. I certainly didn't check any boxes that would give them cause to remove money from my account and the thought that they would use my card number for any reason other than the ones I authorized.

Because I was annoyed and loud the second time calling, the man had the nerve to tell me that he would hang up on me. I am still waiting for the money.
I had two miscellaneous debits to bounce because of their actions, and my bank charged me $33.00. How do I recover my loss?

I spoke with Grace the first time (#63100) and Lawrence the second, who didn't want to give his name less alone his badge number.

At what point is it theft?
