Walmart Stole my money that I deposit on card can't contact anyone

I purchased a Bluebird AMEX card from Walmart to use for my Christmas shopping when I got the paper card I was only able to use it once and spent $22 of the $200 that I deposit on it. I followed the directions and tried several times to register my card on line and it would not work so I called the number listed to set up my pin and give m information it took 3 calls before I got a person and she stated that I would receive a card in the mail and once I received it the temp card would no longer be any good, while on line she stated I needed to good to my email to confirm my registration I keep checking for the email and never received it I had been on the phone with her for over 45 mins and it was about 2: ooam AK time so I told her I would just call back the next day when I confirmed the email this gave me a funny feeling so I asked for her name and location... I was told India to my surprise well to make a long stor short I never received an email and to this day can not get anyone on the phone the website states that this is an incorrect card number the can not verified. It ruined my christmas and I am without my money... Iam pissed and I think AMEX should be sue for allowing there name to be used in this scam.
