Bad service! No Refund! - large scale printing

On Dec 30 I sent blueprint drafting (18 sheets in a digital PDF file) via email to be printed by EP Engineering for the amount of $54. The order was completed and shipped in Jan.in May I had to make changes to two of the sheets, and when I printed those at another vendor, I found the scale was different. EP had printed the drafting at larger than 100%. I had to reprint all the pages at much higher cost. These are architectural drawings, and it is essential that the scale is accurate. EP claims to be a professional architectural printer, so complete accuracy of scale is expected. When I called EP to get a refund, I was transferred multiple times to leave voice messages for senior managers Basil Pizzuto and Evan Parganos, When I finally got through to Mr. Pizzuto, he asked me to send a page of the EP printout as proof that I was right, I did so and waited two months for them to review it. They neglected to contact me. Once again, I called EP only to receive a rude attitude and arguments about how I was wrong. Mr. Parganos said that because of the size of the paper I specified, the drawing was printed larger. However, the other printing company received the same file and printed to the same size of paper, but at the correct scale. Mr. Parganos refused to discuss the matter any further and did not offer a refund. I once again double-checked my work, comparing the PDF files that were given to each printer, and measuring both printouts, making sure the drafting of the other vendor wasn’t on smaller paper. After verifying that I was correct, I called again to speak with Mr. Parganos, who had suddenly become unavailable. Please let me know what the options are for dealing with this situation. It is important for me not only to get a refund but also to inform other people that this company does not offer good service.incorrect printing scale could have resulted in mistakes in construction, which would have cost significant amounts of money and damaged my reputation as a theater designer.
