Account Not Reactivated After Payment Through PayPal

I was a user of jagex's site rune scape.com my credit came back insufficient so I went through pay pal and still have had my account re activated so i am writing with complete information for all concerned to try and get some questioneds asked here is all the information you need is on this exactly as shown type all this.
