Other Driver Struck Parked Car, Neither Insurer Will Settle

I was stopped in a parking lot when Betty Holtzclaw struck my vehicle on the side. An eyewitness told police and both insurance companies what had occurred. Clearly I was not at fault but neither insurance company, mine nor hers will talk to me nor will they attempt to settle this case.
