The weather channel local on the 8s weatherstar xl

There has been a lost of the weatherstar xl for the Belleville Area in Illinois since January 5th ever since then my area has lost The Weather Channel's Weatherstar xl local forecast for Cable TV and in digital cable and been stuck with St. Louis Intellistar so is there anyway Charter Could restore the weatherstar xl for the Belleville Area please I will like to have my local forecast back on my Cable and Digital TV for Belleville, IL
