Lack of discouts for non-new customers

I've had Primary TV since July 208. I dropped my work in October. I do want to try to maintain Primary TV, when I am faithfully searching for function, but Primary TV doesn't care. The reps there, after I contact, and clarify my scenario, suggest that I'm not entitled to more that the $5.00 discount. The advertisements which come just about every day are extremely deceptive, whilst the advertisements appear great, and yet express 'for brand new clients just'. I've settled all my expenses, I've attempted to obtain a lowere price on my consideration (for atleast 6 months, till I will access it my toes again, but I'm constantly told no. The brand new clients are becoming an interest rate of $29.99 for that identical line up that I've and that I have requested and been informed no, despite the fact that I just requested for some weeks, because of my economic difficulty. Can something be achieved about that. I'm the trpe of individual, and that I am certain that others that require this today.
