BAIT & SWITCH false promises

I was in California and saw an ad on TV showing their
High rise hotel on the strip and its great amenities.
I booked a room over the and drove to Las Vegas. When
I went to check in they wanted to send me to some
dumpy dive of a MOTEL off the strip. I said no Motel
was mentioned in the ad. They said sure you can stay
in the hotel just give us more money I said no I want
to see a manager. They called security. Is the Bait &
Switch permitted in Vegas?
