My son was incarcerated for a short time at Elk City County jail in OK. To call me he had to use a payphone that was put in the jail by a company called JCW out of Texas phone number 1-800-852-6319 and go thru a company out of California called Legacy which charges $16 for the 1st 5 minutes then $1.18 for every minute thereafter and only took credit or debit. I need to know who I can contact to report these companies. This is the oly way you can make calls out of this jail and they do not inform you of the charges. Please someone give me a lead who to report this to.
