It appears that USA VOICEMAIL wanted some more customers. I was billed $13.34 on my SBC phone bill.
They, USA VOICEMAIL, uses a company called OAN Services, Inc to do thier billing services for them and OAN uses the local phone company for collection of these services. USA VOICEMAIL appears to be a company that has no morals and should no longer be doing business.
