Ripoff Suspect of being Scammed

I was called on my federal government cell phone and offered an $8,000.00 grant. All i had to do was:
*send a check for $257.00
*give my bank account number over the telephone to verify that i was the person they were calling

Then i would be trasferred to another person or department to receive my "grant access code" and a telephone number to check on my grant status.

The indian sounding person (lady named: p. Lindsey), gave me her i.D. Number of #0728. She also started to tell me my routing number over the telephone! So i was suspicious why she wanted my account number if she already had my banking routing number? I hung up on her immediately... She tried to call me back and i turned off my cell phone.
