Safeway not following coupon policy per the web site - Gold Peak tea coupon

This Safeway does not follow the National Coupon Policy Per the Safeway internet policy.
I was not allowed to use more than one cents off coupon. The manager said I could only use one. The manager also said I could not use a coupon for a free item in excess of $5.00. There is no such policy on the Safeway web site saying this. When asked to show me that policy he could not produce it.
