Makes victims of identity theft pay the thief's bills

Dayton Power & Light was my electric utility in Ohio from 1995 to 2006. On June 6, I moved to Georgia and paid the final bill, which was forwarded to me. I moved back to Ohio, and DP&L wants me to pay a bill from July more than a year after I'd moved before they'll reconnect my electric service. They admit that I had my bill forwarded to me, but have no records of the phone conversation turning off the service (although it was the same one giving the forwarding address) or who paid the bill between July and July.

The manager, Linda, who finally got back to me after I had requested attention almost a week earlier, said that they don't have to prove anything and that I not only have to prove that I verbally told them to end my service but that they are unwilling to give me any information on the person who paid the bill from July to June. I offered evidence that I'd purchased another home in Georgia and that the Ohio home was no longer in my name at the time, and she responded that I was still responsible.
I told her this is either a case of identity theft or an incompetent CSR at DP&L (most likely DP&L incompetence), and she said I was responsible no matter what!
This is outrageous!
