Contractor Billed $510 Including Inflated $250 Permit Fee on Water Heater

When a contractor, A-1 Rooter, billed me $510 for a water heater that was covered under contract from American Home Shield, which included a permit fee of $250, I looked into it and saw that the permit fee was only $47. I contacted American Home Shield and they said I have to call the contractor to request a refund. I told American Home Shield that I don't have a contract with this contractor. They refuse to call and get my money back.
