Item not in stock, money not refunded. Beijing

I ordered a silk purse from goodorient.com. They were out of stock so I requested a refund.

They agreed, but have dragged their feet, and two months later, I still don't have a refund.

They asked if I could accept store credit, but I didn't want that. This company is based out of beijing.
