Dish: Bad Customer Service, Bad Service, Extra fees

I opened an account with Dish last October but after few months I have had a lot of problems with them. The system has "Partial" or "Complete Loss of Signal" almost everyday. I have called them a lot of times and they have sent technicians to check the system a few times.

Now I am trying to cancel my account with them but that's where the big problem began. They are charging me a fee to cancel the account. First they told me that I had to pay $270 dollars because of the contract. I DO NOT have a contract with them. After looking and looking they found out that I do not have a contract so now they are charging me $99 dollars to cancel the account. The reason? They said that I have to pay an activation fee that I did not pay when I started the service with them. Also they are going to charge me $15 dollars when they receive the receiver back.

Not only the service is terrible, the customer service is even worse. I want to know if there is a way to do not pay these cancellation fees. Please help me.
