The Ulitity Company Holds Deposit for 2 or 3 Weeks. Certainly unethical if not illegal

The utility company holds my deposit for 2-3 weeks after terminating my service. If thats not illegal it certainly is unethical.

Then when i ask them to send me a check they say that they have to sendthe refund to the credit card - which is in another name and will not get to me. The utilities are in my name. That certainly is illegal,

But mesa utilities and tim meyers apparently think they are above the law
