Bot $10Phone Card was Charged $12.77 Called 2 Canx Card Demanded Refund CompanySaid $ Forfeit!

I bought a $10 Phone Card from Startec Global Communications. The Next Day I Noticed they had billed my Credit card $12.77 (a 27.7% Surcharge). I called the company to request they refund my money and cancel the card. They Cancelled the card but Refused to refund my $. They said my money was Forfeited to them. I Never used 1 minute of their phone card minutes. Don't Trust Them w / your $. I filed a complaint with the BBB in Washington DC.
