Phone scam

I was contacted by the I.F.C. (May Crocker) they told me that they had a person that wanted to buy my time share for $18,560, but they needed 1,407 to check for leans or other loans on the property.
The 1,407 was to be kept by Paypay INC. And we would get it back if there were no loans on the property.

I have tried to contact the company many times and they seam to have gone out of business. I called Paypay INC and they do have the record of my transaction but they have never kept any of the money the money went to a bank in Germany.
If any one can tell me the who to contact to turn these people in that would be very much appreciated.
